County Highway Engineer/Assistant Organization: Antrim County Road Commission Location: Mancelona, MI
Pay Range: $65,000 - $80,000

Summary: Works independently to complete all phases of engineering, management, field work and administrative activities associated with projects. This position will be Assistant County Highway Engineer unless and until licensed as a Professional Engineer, then position will be County Highway Engineer.

Position Responsibilities:
  • As Engineer, leads, directs and participates in a full range of technical engineering/design projects involving internal staff and contracted vendors. Travels throughout the county to inspect work, and to assess future project needs. • Provides overall project management for all projects including proposal, plan, design, survey layout, inspections, material testing, and related activities.
  •  Prepares estimates of cost for road, culvert and bridge projects. Assists Engineer­ Manager in communicating project estimates with townships and others.
  •  Ensures compliance with local, state, and federal environmental regulations on project sites. Prepares and submits Michigan Department of Environment, Great Lakes & Energy (EGLE) applications for construction permits, and other applications, as needed.
  •  Maintains and submits certification maps of the county road system.
  •  Maintains Geographic Information Systems (GIS) software, equipment and databases. Plans and develops GIS data collection applications. Collects field data using GIS.
  •  Participates in bid and purchasing processes as needed, including researching and developing specifications, soliciting bids and estimates and selecting contractors.
  •  Compiles operational data and information, prepares various operational and technical reports, and makes formal presentation to a variety of audiences.
  •  Attends meetings and conferences and participates in other professional development to remain abreast of new developments in the field of civil engineering and road commission operations.
  •  Performs other duties as assigned. Qualifications:
  •  This position requires a bachelor’s degree in civil engineering.
  •   Michigan Professional Engineer license is preferred but must be able to obtain license within two years.
  •  Significant related experience, including at least two years of directly related experience, is required.
  •  Ability and willingness to pursue additional licensing/certification/training as appropriate for positional demands is required. These may include but are not limited to: concrete field-testing technician, certified aggregate technician, density technology technician, soil erosion, and sedimentation, storm water construction site operator and others as needed.
  •  Must have a valid Michigan driver's license, satisfactory driving record, and the ability to maintain one throughout employment. Skills/Knowledge/Abilities (SKA) Required: • Knowledge of professional civil engineering and design methods and techniques. • Knowledge of drafting, surveying and civil engineering/construction methods and techniques and project management practices
  • . Ability to create and maintain comprehensive files, reports, documents and records.
  •  Knowledge of federal, state and local funding mechanisms, laws and regulations pertaining to road and transportation infrastructure development and maintenance.
  •  Knowledge of safety best practices and related requirements and regulations.
  •  Skill in leading and executing a full range of engineering and design projects.
  •  Skill in assembling complex data, preparing comprehensive reports and developing related recommendations.
  •  Skill in the use of computer systems and related software such as, but limited to: Microsoft Word, Excel, PowerPoint, AutoCAD, ArcGIS Pro, etc..
  •  Skill in effectively motivating, coordinating and managing staff to maximize their potential, productivity and effectiveness. • Ability to work constructively and interact professionally with others, and handle difficult political, staff and/or customer service issues with discretion, tact and diplomacy.
  •  Ability to coordinate multiple tasks, adjust to changing priorities and work within deadlines.
  •  Ability to work varying schedule to accommodate construction projects and seasonal demands.
